It can be mute (like in "honour"), but this doesn't make it a vowel.
The only letter that can act as both a consonant and a vowel is "y": a consonant in "year" and a vowel in "system".
באנגלית אין מושג מקביל ל"אם קריאה" כי שיטת הכתב שונה לחלוטין. המושג "אם קריאה" קיים בשפה העברית רק בגלל העובדה שאת רוב התנועות כלל לא כותבים. אגב, התרגום העברי של "vowel" הוא "תנועה", למיטב ידיעתי.

כך שבשפה האנגלית המונח vowel יכול להתיחס לשני דברים שונים -
