Last I lived in Philadelphia it was the mid 80s. The city was dirty, crowded and you could get high just by walking through subway stations and inhaling the smoke. Years have gone by - things most definitely changed - if no one answered - maybe nobody knows how it is out there these days.... (BTW - there is a big jewish/israeli community just a cross the river in New Jersey - try the Ynet Family forum - there might be people there from the area)
