Waterloo is definitely the better option between the two. It´s the best engineering school in Canada and one of the best anywhere. As a second choice University of Toronto is very good tough it has a very theoretical approach to computer science (the stress is on "science"). Admission is very competitive in both places and the programs are rigorous, no summer camp. Good luck
