German terror
The Germans used terror to control and suppress the people they occupied, this was very common in the Ukraine, USSR and Poland.There the army and other security units did as they please, retributions and reprisals by both sides where horrific, but at the end, no matter how much terror the Nazis inflicted on them occupied population, it just made things worse for them, revenge was stronger and the retributions on the Germans, at the end, where as horrific, be it on the captured German soldiers an on the German population following defeat in 1945.
