Josh, The forms that you mentioned must have been sent from the National Visa Center. That means that they are ready to start processing the visa papers, that is the start of the process as your mother was waiting for her priority date all these years. The agent address form simply asks if you have a lawyer that is helping you with the process. Most people do need help at this stage since the case was pending for so long with the immigration and there might be some complications. The reason it takes so long is because the immigration system in the US is based on priority dates. The priority system comprises of 4 categories each with a different waiting period. You can track the progress of your preference on the Visa Bulletin released by the department of state. If, however, you marry a US citizen or as a citizen sponsor your parents there is no need to wait for a priority date. The system is kind of weird but it's the rules that we have to follow these days. Jacob​
