Provided you have travelled to New Zealand before, personal wearing apparel, footwear, jewellery and toiletries can be sent in advance of your arrival and will be given concessionary (duty and tax free) entry.
 
Any other belongings will be treated as household goods and I have attached a website link to Fact sheet 28 that outlines the criteria for concessionary entry of these goods

Please note you must actually hold a residence visa at the time the goods are imported – a letter from Immigration NZ advising that you can be granted a residence visa on arrival will not meet the criteria for free entry.
 
If you will not be in New Zealand to arrange the clearance of any shipments, you must nominate in writing somebody who is in New Zealand to do this on your behalf. An e-mail to this person will suffice. I would also recommend you provide them with a copy of the bio page of your passport and your residence visa in the event your goods are held for clearance.
 
Please note if you are posting goods to New Zealand you must record an address on the parcel.
 
Unsafe goods notices are in place for commercial imports of children’s nightwear, toys, cots, candles, crayons, finger paints and water paints. It does not apply to goods imported for private purposes.
 
The import restrictions for books, magazines, video recordings, films, computer disks, sound recordings is restricted to those that are objectionable e.g. those that may be considered obscene (certain pornography) or books that provide information that promote criminal activity e.g. how to grow cannabis or construct a bomb.
 
The Ministry for Primary Industries (MPI) have responsibility for goods that may present a biosecurity risk, such as wood products. MPI have advised that provided wood products are free of infestation, they can be imported.
