I got this response about a year ago from a professional, but I believe he does not have any experience with Israeli pensions. Copying it here in hopes it can help, but I can't vouch for its credibility:

You should review Article XVIII, regarding taxation of pensions. In theory, any withdrawal from your Israel pension plan while you are a non-resident of Israel for tax purposes, should just be subject to 15% withholding tax. You should check with the pension carrier in Israel to make sure that's what will happen if you withdraw any funds. You will also have to ensure they will provide proper documentation of the withdrawal and tax withholding. You'll have to provide that documentation to CRA eventually.
 
You should be able to roll those funds into your Canadian RRSP without using any of your current contribution room. Note that for the taxation to work properly, your contribution to the RRSP will be equal to the gross amount withdrawn from the Israel pension plan, not just the amount after withholding (i.e. if you withdraw the equivalent of C$10,000 and they withhold the equivalent of C$1,500 tax, then you should contribute $10,000 to the RRSP, not $8,500).
 
On your Canadian tax return, the amount withdrawn from the Israel pension plan is treated as taxable income, and there is a deduction further down on the tax return for the amount rolled into the RRSP. You get a foreign tax credit on your Canadian tax return for the 15% withholding in Israel. And it's best to do such a rollover in a year where you have fairly significant personal income otherwise, so that you get full benefit of the foreign tax credits.
 
 
I suggest you also discuss this with your RRSP carrier here in Canada, to see if there are any documentation requirements on their end. Probably not, but best to check in advance, anyway.
