with the help of a shaliach, you will need to present all sort of official papers like that you are allowed to leave the country and that you have completed your sentence or your probation period, but if the crime is fraud on a small scale - you might make aliyah like everybody else.

crime (we are talking about fraud - not murder or something like that). if you have served your time there shouldn't be a problem. if you go to a shaliach, he/ she can check with the authorities in Israel that it is O.K. and than you can be sure that your whole aliyah process will run smoothly.-

How does a criminal conviction (fraud) affect a person's chances of being admitted to Israel as oleh chaddash?

I would say it improves them, as Israel supports jews prosecuted for their convictions (see the case of Shmuel Flatto-Sharon and many others).
