I heard that there are ways to have an "Israeli" phone number in NY, perhaps using VoIP or some other internet method. Meaning, I would like to be able to call, from in Israel, on an Israeli cell to NYC without paying a million dollars...maybe something like this? On Israeli cell, dial local Israeli number ----> local Israeli residential number is actually NYC number "masked" (via VoIP) as Israeli number ----> phone rings in NYC or something like that....?? I'm already confusing myself. Either way, anyone know?

sure you can

almost all "new telephone" companies can offer you this service. including at&t, sprint, mci and etc. you can also try www.vonage.com and even more you can acutally have a local skype number in israel for the lowest price. but you have to use a computer or a usb-phone to use it with comfort.
