But why ask the Oleh for it?

Maybe - but the Ministry asks the Oleh to get the documentation themselves, and gives no guidance on what exactly is needed. It also isn't listed on any Oleh guide that I have seen that the candidate Oleh is expected to provide their own criminal record. Also, I haven't be able to find anywhere exactly what type of criminal record the ministry is expecting the Oleh to provide. I have been running around with this for over a month - trying to understand exactly what they expect me to provide. If they want a background\criminal check - I am sure they have the capability of doing it themselves... My spouse became a naturalized US citizen, and she was never asked to provide a criminal record from her home country... They may have discretely run it themselves, but without the associated hassle.

None of those apply to me

I am currently in Israel and trying to make Aliyah here. None of those issues are relevant for me. So what I don't understand is why they are asking me for the documents. I tried the AAC, Jewish Agency and Misraad HaKlita - no one knew what I was talking about - which makes it difficult to understand what is needed and why.

I spoke to the AACI and they had no idea about the need for a Tuudat Yosher. I'll keep you posted.

Making Aliyah while visiting Israel

If you decide to make Aliyah while in Israel you need to provide a "certificate of criminal record" from your last place of residence in the US (or other home country) that is certified by an Apostile. This is an additional requirement above the standard documents needed. I am not sure why they added this additional requirement - but it is a real pain in the butt - since by being in Israel you are nowhere near your original home country and you need to either make a trip back, or do it via the mail - which of course slows everything down.

Why is the Israel Interior Ministry now asking for the criminal records of American jews that want to immigrate to Israel?
