Driving in Israel with copy of license

I am Writing on behalf of a friend, that came here as a tourist from Japan 3 months ago, but forgot to bring with him his Japanese drivers license. Is there any way he can drive in Israel (i.e. with some copy of his Japanese drivers license that will be sent from Japan)?
