The Germans, due to shortage of man power (most young men where sent to fight in the east), compensated the shortage by taking the young men from the countries they occupied.They where sent to Germany to work in agriculture and industry.Those who managed to escape the round ups and forced deportations eastwards, could do so by having an 'Except from Labor' certificate, which here is such a scan, issued to one who was working with the welfare department at the Hague, in 1945.He was also helping hidden Jews by allocating them food.
