Installed fonts on Android Smartphones

Does anyone know, which Smartphones in Israel based on Android do have the possibiliy to change the language of the menu into Hebrew and into German without rooting the phone? In Europe they don't install Hebrew on the android-smartphones. Thanks for you help!!
