The Krakow Ghetto was formed on March of 1941; the Judenrat was formed very quickly on 28 November 1939, by special order of Heydrich: 21 September 1939 of the establishing of Ghettos in occupied Poland.Here is a scan of a letter sent to a Prisoner of War camp in Germany January 1940, probably an inquiry on the where abouts of a Jewish POW who fought in the Polish army.
