Clearly, there's are no definite answers to your questions, but let me try and see if I can help. As far as grad school is concerned, it really has to do with the specific subject you'd be interested in; if youre thinking MBA, then Israel certainly has some very good programmes to offer (i.e. TAU, HUJ). Also, if business is your niche, then you might want to get a headstart by doing internship in Israel etc, so an MBA in Israel would certainly be advisable. If you want to get your MD, then my suggestion would be to do it in the States for various reasons, not the least of which is that financial aid is easier to access there. If we're talking MA/PHD in the social sciences, I would say depends on your economic situtation. Bear in mind that the vast majority of grad students (and undergrad for that matter) in Israel work their tails off to support themselves, or stay at home with their parents. If money is an issue for you, either make sure the programme in Israel covers your expenses - and, if possible, pays extra living or stay in North America. I have no data to support the next statement, but I estimate that 60-70 percent of Israeli PHD holders earn their doctorate outside of their country, most in N.America, some in the UK but also in Australia, NZ, Hungary, Italy and pretty much anywhere in the world. Finally, the most important factor in choosing a grad school is (or ought not to be) the geographic location, but rather the quality of the dept. and the specific faculty you want to work with. Therefore, if you find a good scholar in Israel who is willing to support your research - go for it. If not, reconsider youre options. Whatever you decide to do - good luck.
