The July date is news to me, but part of the changes are in effect for a year already. The 3-month service, shlav bet, was eliminated almost 2 yrs ago. The minimum service today is 6 months, and the new upper age limit of 25 seems about right.

is there an age limit over which one does not have to serve in the military- I will be 37 before I make aliyah

If you want to give something of yourself and volunteer, you can do it anyway, there are plenty of organziation that would be glad with any help you can give them..... you can also volunteer in some Hospitals.

Military service

According to the new information from the army's data if you make aliyah after 1st of July 2006 you will not be drafted to the army.
