First, if you are eligible under the law of return and you want to make aliyah and have your master degree - you might get tuition from the state.(you need to check that with your Shaliach). the army is a different story. the army takes into consideration your age upon arrival - not the aliyah date, and so you need to look back at your previous visits to Israel during the last 2 years. if your arrival date is your aliyah date and you are 27 - you will not need to serve. check this out also with your Shaliach.
