Can a person convert reform in california and be eligible for aliyah in israel?

Yes

once he lived one year after the conversion while belonging to a Jewish community and the rabbi of the community can vouch for it.

There was a Supreme Court judgement on March 31 about various issues around conversion. One of the decisions made was that there is no longer a waiting period for converts.

Although the Supreme Court ruled on that, the ruling applies only to people who learned in Israel but made the giur abroad, not to people who made the whole giur process including learning – abroad. That means – that only people who learned In Israel and went away for the giur itself, do not have to wait a year. But, Misrad Hapnim checks every one on a case by case basis, it is not automatically. I

In the context of the state's policy until now, such converts had to live for a year in the community in which they converted before they could come here and obtain citizenship under the Law of Return. She estimated that there will be about 50 such people each year who will no longer have to wait.
