revised aliyah benefits

shalom! I am a 25 yr old, single, American woman. I have applied for aliyah and expect to move to Israel December '03' or January '04'(directly following graduation for my BA). I recently heard that the benefits for olim have been or will soon be reduced. Can you please tell me what the changes are and what the effective date is and where I can find the most up to date information. This information will strongly influence when I have to leave the USA. (My aliyah shaliach is out of town). Thank you! Sarah F. USA

Many things have changed. No more grants if you want to buy an apartment – it is all loan, reduced tax for buying a car will be over real soon – couple of months, the rights for students are different now – the best thing is to try and talk to your shaliach, because he/ she can look at your Aliyah file and know precisely how the recent changes will affect you. Sal Klitah

Can you tell me if the Sal Klitah (allowance for living) or the allowance for rent for American imigrants has been or will be changed/reduced? I plan to make aliyah December or January and want to know if I will need to change my dates. Thank you for your information! Sarah USA

These are two different things. Sal Klita is Usually being updated at the beginning of each civil year (1.1.). But…. Things have happened in the past so I cannot guarantee that the amount of money will stay the same. About rent money. The rent money of the first year is being paid by you from Sal Klita, as you continue to your second year, the ministry of housing is giving you the money and the sums are different and decreasing with every year that goes by until 60 months (5 years) from the date of your Aliyah. There is going to be a cut of 4% according to recent estimates, but the sums of money are not that high so 4% is not so bad. Sarah, I urge you again – go see your Shaliach, maybe there are things that you haven't thought of and he/ she can make it known to you or verified.

what is the exact amount you are given? I cant seam to find any definite written answers on this subject, as well as the exact rules on buying a car or the tax deduction on a car.

Firstly, there is a good update on the site of UJIA ISRAEL - the British Olim Society. If you register on the site then you can get updates on further changes and useful information. http://www.ujia.org.il/asp/Aliyah_News.asp Sal Klita is paid in between 8 and 10 payments (depending on whether you make aliyah through a shaliach or under your own steam and depending on your status) - the total works out the same. For a single person the assistance for 2003 totals NIS 15,542. You will find background information on buying a car at the UJIA ISRAEL website in the Aliyah and Klita section under Customs and Cars - the important thing to know is that whilst the rights still apply you can save a hefty chunk of money - the sum varies according to the exact model of car.
