Truck Driver

My husband and I are both Israeli Citizens, My husband has been living in Canada for 4 years. We want to go back to Israel as Toshavim Chozrim. (I think since I have been in Canada for 15 years, I can do Ktina Chozeret, I am not sure). My husband holds a Canadian Tractor Trailer license and "up to 15 tons" Israeli license. Returning to Israel, my husband would like to drive a tractor trailer as well. What does he have to do in order to get this in Israel. He has 3 years experience driving that here in Canada. Can he to hamarat rishayon without any tests or lessons? Thank you for your help and Shabbat Shalom
